Gayle Devin – Chief Executive Officer
Gayle Devin has over 25 years of experience transforming companies with her operational expertise. Her entrepreneurial mindset, coupled with a knack for devising innovative business strategies and implementing successful models, drives unprecedented growth and customer experience excellence.
Before HCD, Gayle led companies in the medical services realm, particularly in medical supply/DME. Her track record includes steering multi-million enterprises, crafting high-performing teams, optimizing business plans and strategies, and nurturing customer/ client relationships.
Notably, Gayle served as the CEO of ActivStyle, a comprehensive medical supply company, and CEO and interim CEO for Pinnacle Medical Solutions a diabetic supply company. Additionally, Gayle was the Founder of Stat Home Care a DME startup, which grew to be the largest independently owned DME company in the Chicagoland area.
Dedicated to elevating customer experiences and implementing strategic business planning, Gayle is unwavering in her commitment to fostering a resilient business matrix. She prioritizes delivering premier customer service while upholding operational excellence, laying the groundwork for enduring success.
Gayle holds a B.S. in Communications from University of Illinois and a B.S. in Nutrition from the University of Illinois at the Medical Center.

Martavis Clarke – Chief Compliance Officer and General Counsel
With over 15 years of experience in healthcare law, regulatory compliance, and corporate governance, Martavis brings deep expertise in legal strategy, privacy, and operational integration to HCD. In his prior role as Regulatory Counsel & Privacy Officer, he oversaw legal reviews for private equity transactions, managed compliance programs, and advised executive leadership and the Board on regulatory matters.
Martavis also served as Director of Compliance and Legal Compliance & Privacy Officer at Independent Living Systems, LLC, where he led internal audit and special investigations teams, negotiated complex healthcare contracts, and guided strategic procurement initiatives including applications for Medicaid and Medicare Advantage plans. His experience includes policy advisory work with the Administration for Community Living and corporate legal practice at Hancock, Daniel & Johnson, P.C.
Martavis holds a Bachelor of Science in Criminal Justice from Old Dominion University, a Master of Public Administration from Florida International University, a Juris Doctor with a Health Law Concentration from Nova Southeastern University, and an LL.M. in Health Law and Policy from Seton Hall Law School. He is licensed to practice law in Virginia, Florida, and New Jersey.

Jeff Elgin – Chief Technology Officer
With more than 30 years of experience in the IT industry, Jeff is responsible for overseeing the delivery and operation of HCD’s technology innovations and digital solutions. His experience and expertise in the IT industry supports the innovation efforts he is leading to provide cutting-edge solutions to our customers and partners alike.
Prior to joining HCD, Jeff served as VP of Card Partnerships Technology at Capital One, where he led over 90 teams and 500 individuals in technology transformation and operations for co-branded and private label credit cards. He has also held numerous roles in technology and operations leadership throughout his career, including Director of Engineering at Aether Systems and Chief Information Architect at GE Information Services. Jeff has also worked as a consultant at McKinsey & Company and Accenture.
Jeff holds a Bachelor of Science and Master of Science in Commerce from the University of Virginia, with concentrations in Finance and Management of Information Technology.

James Jarrett – Chief Financial Officer
With more than 20 years of experience in the healthcare industry, James brings a wealth of expertise in strategic growth initiatives, financial management, and transformative leadership to HCD. James served as the Chief Financial Officer for ArisGlobal, where he led a global team managing accounting, budgeting, tax, financial planning and analysis, corporate development, and investor relations. Additionally, James held CFO positions in the urgent care sector at CareWell Urgent Care, where he partnered with leading health insurance companies to expand patient access and coverage, and Emergence Health Holdings.
James is a graduate of Dartmouth College.

Mike Saylor – Chief Customer Operations Officer
Mike Saylor is a trusted executive leader with a track record of transforming healthcare operations through innovative IT strategies, cross-functional leadership, and a strong customer-centric mindset. With over 30 years of experience in the direct-to-consumer healthcare industry, Mike has successfully led teams in organizations ranging from privately owned national providers to private equity-backed companies. His career includes previous tenures at Alsana, AdaptHealth, and ActivStyle. Known for integrating systems post-acquisition, building scalable call center solutions, and driving project outcomes on time and within budget, he has consistently delivered measurable impact, including operational savings and improvements.
In addition to his technical and operational acumen, Mike brings a unique blend of strategic vision and hands-on execution. He has played key roles in mergers and acquisitions, led the development of proprietary healthcare software platforms, and implemented data-driven processes that improved order automation, customer retention, and financial performance. Mike holds a Bachelor of Science in Computer Science from Colorado Mesa University and remains passionate about using technology to enhance patient care delivery, optimize internal processes, and support long-term business growth.

Chris Verhulst – Chief Growth Officer
Chris Verhulst brings over 30 years of leadership experience across healthcare distribution, medical sales, and market development. He has guided large, complex organizations through growth, transformation, and market shifts, with a strong focus on building high-performing teams and scalable, results-driven commercial strategies.
Before joining Home Care Delivered, Chris spent more than two decades at Henry Schein, where he held multiple senior leadership roles, including Vice President of Sales for North America Distribution and Vice President of Sales for the Medical Division. In these roles, he led national sales organizations, guided major acquisitions and integrations, expanded market access, and supported providers across a wide range of care settings.
Chris’s background also includes early leadership roles in healthcare manufacturing, as well as experience as a professional athlete, shaping a leadership style grounded in teamwork, accountability, and effort.
